Building a network is only a small percentage of solving the overall problem -- once the network is built, someone has to provide ongoing management, maintenance, and troubleshooting support. If the network is excessively complex to the point where your support staff cannot figure it out, or has trouble pinpointing problems due to the complex nature of the network, then this is an important liability.
Remember Occam’s Razor, “All things being equal, choose the solution which is simpler.”
There is a delicate balance between the design & architecture of the network, and the ability to provide ongoing Quality of Service. If the network is designed poorly, then one might suggest that the ability to provide QoS is diminished significantly.
